On July 5, 2019, colloquium on “Community of Shared Future for Mankind and Law of the Sea” was held successfully by The Center of Ocean Law and Governance of Zhejiang University in Hangzhou. Most of participants are scholars from Zhejiang University, Nanjing University, Shanghai Jiaotong University, Xiamen University and other universities and institutes attended the colloquium.
Participants are warmly welcomed by Prof Zhou Keyuan chairman of this colloquium and Prof. Zhao Jun, Vice Dean of Guanghua Law School. Prof. Zhou Keyuan pointed out that the colloquium is part of the research on the integration of the community of Shared future into the law of the sea, and a major Marine project on Ocean of the National Social Science: Research on the Blending of Human Community with a Share Future and Law of the Sea.
The colloquium was divided into three parts.The first theme was presided over by Pr. Zhao Jun, which is a discussion about "a community of Shared future for mankind and the ocean: a perspective of international law”. Mr. Zhang Hua, Associate Professor from Nanjing University Law School delivered a speech on “Strengthening the Concept of a Community of Shared Future for Mankind and International Marine Environmental Law” to discuss about connections between those two concepts. Prof. Qu Bo from Ningbo University Law School clarified the system of the United Nations convention on the law of the sea and focused on the guidance and improvement of the convention itself by the community of Shared future for mankind. And Ms. Sui Jiaxin from Ocean University of China discussed the issue on ocean acidification especially the scientific aspect and, legal and policy governance issues of ocean acidification under the concept of community of Shared future for mankind.
Afterwards the colloquium moved on to the discussion on “the Embodiment of the Community on the existing Law of the Sea”. Prof. Zhang Yanqiang from Dalian Maritime University delivered a speech on applying the community of shared future for mankind in international ocean governance. Mr. Zheng Zhihua, Researcher of Law Strategic Research Center of China in East China University of Political Science and Law discussed the limitation of the application of the community with a Shared future for mankind in the law of the sea, from the perspective of law system of the sea.
The third part of the meeting was presided over by Pr. Ma Guang from Zhejiang University. It was an exploration of the "integration of the elements of a community of Shared future for mankind in the new development of the law of the sea". First, Dr. BaoYinan from East China University of Political Science and Law combined the concept of a community of a shared future for mankind with military activities in the exclusive economic zone in law of sea. Then Prof. Shi Yubin from Xiamen University delivered a speech about the application of the concept to conservation of biodiversity beyond national jurisdiction and, put forward the application program of the community with a Shared future for mankind in this field. Prof. Zhang Weibin from Anhui University of Finance and Economics pointed out the settlement of territorial disputes.
At the end of the meeting, all participants enthusiastically expressed their opinions, views and understanding about the future of the development of the sea’s community and law. And then professor Zou Keyuan summarized the discussion of this conference, pointed out that this conference was a complete success and achieved the expected effect as envisaged, and once again thanked all the colleagues attended to this colloquium.
