The 8th "National Forum on Judicial Civilization Doctoral Students and Post-Doctors" Organized in Changzhou

On the morning of November 22, 2020, the 8th "National Forum on Judicial Civilization Doctoral Postdoctoral " opened in Changzhou, Jiangsu. This forum was hosted by the National "Plan 2011" Judicial Civilization Collaborative Innovation Center, undertaken by Guanghua Law School of Zhejiang University and Shiliang Law School of Changzhou University, and co-organized by "Legal System and Social Development" magazine. The theme of the forum is "Judicial Civilization and Digital Rule of Law". The forum received a total of 95 papers from more than 20 universities, scientific research institutions and other units across the country, and 42 shortlisted works were selected from them. Nearly 40 doctoral students, postdoctoral fellows, and more than a dozen experts and scholars attended the opening ceremony.

Prof. Zhang Hongru, member of the Standing Committee of the Party Committee and Vice President of Changzhou University, Prof. Hu Ming, director of the Collaborative Innovation Center for Judicial Civilization of Zhejiang University, and Executive Vice Dean of the Guanghua Law School of Zhejiang University, attended the opening ceremony and delivered a welcome speech. Prof. Zhang Wenxian, chairman of the National "2011 Plan" Judicial Civilization Collaborative Innovation Center, member of the Party Group of the Chinese Law Society, and director of the Academic Committee, delivered an opening speech. The opening ceremony was presided over by the chief scientist of the National "2011 Plan" Judicial Civilization Collaborative Innovation Center and Prof. Jiang Guohua from Wuhan University Law School.

Prof. Jiang Guohua pointed out that with the in-depth integration of law and technology, the current process of the rule of law in China is undergoing a profound transformation from "traditional rule of law" to "digital rule of law", and social governance capabilities have been comprehensively improved. Under the background, how to build the digital rule of law and realize digital justice has become an important content of rule of law in our country. How to  promote the progress of judicial civilization in the digital age contains many legal propositions that urgently need to be explored and considered.

Prof. Zhang Hongru introduced the development history and discipline construction of Changzhou University, and expressed welcome and thanks to all the guests. With the changes in major social contradictions in the new era, the strengthening of global integration trends, and the impact of scientific and technological revolutions on society, Prof. Zhang Hongru pointed out that our thinking on the rule of law and justice must be changed, and hopes that the doctoral students and post-doctoral students participating in the meeting can give response.

Prof.Hu Ming introduced the construction and development of the National "Plan 2011" Judicial Civilization Collaborative Innovation Center, and extended a warm welcome to the experts, scholars, doctoral students and post-doctoral fellows. The National Judicial Civilization Doctoral and Post-Doctoral Forum is an important exchange platform in the field of judicial civilization research, which plays a huge role in promoting the process of China's judicial civilization and building the rule of law in China. With the in-depth development of digitization, networking, and intelligence, Prof. Hu Ming pointed out that comprehensively deepening the construction of the digital rule of law and promoting the integrated construction of a country under the rule of law, a government under the rule of law, and a society under the rule of law by means of technological information technology are necessary for the construction of a socialist rule of law with Chinese characteristics.

Prof. Zhang Wenxian expressed his warm congratulations on the holding of the forum and the academic tour. He pointed out that digital governance is an important part of the national governance system. With the popularization of the Internet and the substantial development of digital technology, the digital field has become an increasingly important part of our country's national governance. At the same time, national governance and social governance also need the support of digital technology. Without the support of advanced technologies such as statistics, the Internet, AI and blockchain, it is difficult for us to imagine what state governance and social governance will be like today. Prof. Zhang Wenxian believes that the influence of digital rule of law on judicial civilization has become more and more extensive. Hopefully, the doctoral students, postdoctoral fellows, and experts and scholars will conduct in-depth discussions on the above topics and make their contributions to the construction of  smart judicial environment.

Huge changes are going. A new round of technological revolution, industrial revolution, and educational revolution are accelerating the convergence, triggering profound changes in the legal system, judicial system, and supervision mechanism. This forum conducted in-depth discussions and extensive exchanges on various aspects of judicial civilization and digital human rights, judicial civilization and smart justice, judicial civilization and modernization of the rule of law, in order to further explore the theoretical research and innovative applications of digital rule of law construction, and fully promote the reform of our country's judicial system and make more intellectual contributions.
