Two Mozambique Experts in Maritime Boundaries Gave Lectures on the Seventh International Law Salon

On the morning of September 22nd, the Seventh International Law Salon, was successfully held in the Zhijiang Campus of Zhejiang University. The salon was honored to have Ms. Neusa André César, Director of Sea Affairs and member of the National Institute for the Sea and Boundaries affiliated to the Mozambique Ministry of Foreign Affairs and Cooperation, and Mr. Estevão Sitefane Mahanjane, member of  Commission on the Limits of the Continental Shelf (hereinafter referred to as “the Commission” ) and member of the National Institute of Petroleum of Mozambique as speakers, and have Mr. Tang Yong, Chinese member of the Commission and researcher of the Second Institute of Oceanography directly affiliated to the Ministry of Natural Resources, as the commentator. Ms. Qiu Wenxian, Associate Professor of Guanghua Law School, acted as the moderator of the salon. There was a strong internationalized atmosphere accredited to the multinational participants.


At the beginning, Professor Zhao Jun, Vice Dean of Guanghua Law School of Zhejiang University (hereinafter referred to as “the School”), and Professor Hu Ming, Dean of the School, on behalf of the School, expressed their warm welcome and sincere thanks to Ms. César, Mr. Mahanjane, Mr. Tang Yong, and all the guests for their presence.


Firstly, Ms. César delivered her speech on the topic, "Challenges on maritime boundary delimitation process", providing a brief overview of the process of maritime boundary delimitation under the United Nations Convention on the Law of the Sea of 1982 (hereinafter referred to as "UNCLOS") and concluding its main challenges. After Ms. César's sharing, the students raised some questions in maritime frontier, such as climate refugees and changes in ridges as sea levels rising. Subsequently, Mr.Mahanjane presented a lecture on the theme, "Scientific aspects and methodologies of outer limits of the continental shelf", centered on the article 76 and annex II of UNCLOS. His distinctive lecture also inspired the audience, and discussions relating to the procedural problems of different institutions during the delineation of outer limits of continental shelf, as well as the necessity of international lawyer in the Commission ensued.



The salon then culminated in the review of Mr. Tang Yong. He summarized the communications between the two speakers and the audience, while appreciating the rewarding lectures given by speakers and encouraging the enthusiasm of students.


After the salon, Ms. Qiu Wenxian organized a tour of the beautiful Zhijiang Campus, introducing the historic and charateristic buildings, which impressed them with the beauty of the Zhijiang Campus.
