On the morning of July 2, 2026, Abderrazak Rouwane, Project Director of the Office of the Attorney General of Morocco, visited the Guanghua Law School of Zhejiang University. Liu Huawen, Director of the Institute of International Law at the Chinese Academy of Social Sciences, experts from the China Foundation for Human Rights Development, Shi Yubing, Vice Dean of the Law School, as well as faculty and student representatives attended the exchange event.

Shi Yubing extended a warm welcome to the guests and introduced the school’s education system, disciplinary development and talent training. He highlighted the Zhejiang University Human Rights Research Center. He noted that the school has long devoted itself to research on international human rights law and actively carried out Sino-foreign academic exchanges on human rights, expressing hopes that this dialogue could build a regular communication platform.
Drawing on Morocco’s capacity-building project for judges on human rights, Abderrazak Rouwane presented local human rights protection measures, explained the mechanisms of the UN Committee Against Torture, analyzed challenges in global anti-torture governance, and shared practical experience in human rights training for judicial practitioners.

Based on the long-standing practice in UN human rights monitoring, Liu Huawen outlined the global implementation status of international human rights covenants, compared state compliance practices across countries, and put forward proposals to improve the international monitoring mechanism against torture.
During the panel discussion, faculty members held in-depth exchanges based on their respective research fields. Liang Jian, Wang Hui and Duan Wen delivered speeches from the perspectives of criminal human rights protection, jurisprudence and international human rights rules, and discussed torture prevention, divergences in national judicial human rights systems and pathways to improve global human rights governance with the guest.

After the discussion, the visiting group toured the Visitor Center on the Zhijiang Campus to gain an intuitive understanding of Zhejiang University’s development, the history of the Zhijiang Campus and the academic heritage of Guanghua Law School.
This event fosters Sino-foreign human rights exchanges, broadens faculty and students’ global research perspectives and enables expert experience sharing. Guanghua Law School will further advance international human rights research cooperation and train foreign legal professionals with local expertise and global vision.
